Farooq: WATCHFIRE (Rational Policy Tester, AppScan) - It is licensed a little different; It is an enterprise software, the number of users doesn't matter. 2 things determine price: 1) which edition you choose (quality, privacy or accessibility) or all of them. 2) and the number of pages you are going to scan. The more pages the more value units required for the licence.
